It's saying that black people in gangs ("all people", sure, but specifically black people here) are all brothers and/or could otherwise be friends, instead of killing each other, but all it gets seen as by the white establishment, in the end, is two n**as killin each other. I.e. when two black people kill each other in gang-related violence, the white establishment sneers and sweeps it out like trash, but under the surface is all the tragedy you feel at the end … the missed connection that will never be … and all of that looked over as just two more black bodies
